2024/2025 reflection: From discovery to delivery on the ground

Our first two years have been a period of significant learning and growth, marked by the successful transfer of 117 remote Aboriginal communities, major asset upgrades, and new renewable energy initiatives.

During this time, we’ve built strong community connections with Traditional Owners, visited more than 100 communities on Country, developed strategic partnerships with Regional Service Providers, and rolled out advanced metering pilots to improve customer access and safety.

These learnings, relationships, and early achievements have laid a strong foundation for Horizon Power to move into the delivery phase of the program, as we work to bring the reliability and safety of power services in remote communities in line with the rest of WA, partner with Community to deliver sustainable energy solutions, and meet our regulatory compliance obligations by 2031.

Community engagement

Our Remote Community Engagement Strategy guides how Horizon Power undertakes meaningful engagement with 117 Aboriginal communities who are transitioning power services, encompassing approximately 7,000 new community members, as our regional WA footprint expands.

Keeping communities powered

The 2024–25 summer brought one of the most active cyclone seasons in recent years, with 11 tropical cyclones and 7 tropical lows impacting road access to remote communities. Our Remote Operations team and Regional Service Providers worked together to keep essential power services running, installing additional fuel tank capacity and introducing remote fuel monitoring to avoid emergency air deliveries.

Supporting affordability

We’ve supported remote community residents by actively assisting with power meter top-ups and ensuring eligible customers receive the Household Electricity Credit. This year, more than 900 customers accessed these payments - an 80% increase from last year, helping to ease cost-of-living pressures and improve access to essential energy services.

Developing partnerships

Horizon Power collaborates closely with Regional Service Providers (RSPs) to deliver on-the-ground operations and essential services to 117 remote Aboriginal communities. Through collaborations like the Blackstone Hybrid Energy Project and community-led infrastructure upgrades, we’re creating long-term pathways for employment, training and participation in the clean energy transition across regional Western Australia.
